On February 11, Jiangsu Intellectual Property Office System Work Conference 2022 was held in Nanjing. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the conference thoroughly implemented the guiding principles of the 19th National Congress of the Communist Party of China and all previous plenary sessions of the 19th Party Central Committee, and fully implemented the requirements of the 14th Jiangsu Provincial Party Congress, the National Conference of Director-Generals of Local Intellectual Property Offices, and the Jiangsu Market Regulation Work Conference. The conference also summarized the work in 2021, analyzed the current situation, made work arrangements for 2022, mobilized the entire workforce in the system to stick to goals, stay focused, rise to challenges, forge ahead bravely, and get prepared for the 20th National Congress of the Communist Party of China.

Shen Haibin, secretary of the Party group of the Jiangsu Provincial Administration for Market Regulation, delivered an important speech at the conference. Li Sanshun, member of the Party group of the Jiangsu Provincial Administration for Market Regulation and the leader of the discipline inspection and supervision group dispatched to the Jiangsu Provincial Administration for Market Regulation by the Jiangsu Provincial Commission for Discipline Inspection and the Jiangsu Provincial Supervisory Commission, attended the conference. Sun Yuefei, deputy director of the Patent Examination Cooperation Jiangsu Center of the Patent Office, China National Intellectual Property Administration (CNIPA), made a speech at the conference. Zhi Suping, member of the Party group of the Jiangsu Provincial Administration for Market Regulation, secretary of the Party group of the Intellectual Property Office of Jiangsu Province (JSIPO), and director-general of the JSIPO, made a work report at the conference. Members of the JSIPO's leading team also attended the conference. Shi Wei, member of the Party group of the JSIPO and deputy director-general of the JSIPO, presided over the conference.

In his speech, Shen Haibin fully affirmed the achievements Jiangsu made in its intellectual property (IP) work in 2021. He pointed out that last year, Jiangsu's IP system operated in full compliance with the decisions and arrangements made by the provincial Party committee and government and the work requirements of the Jiangsu Provincial Administration for Market Regulation. To fight monopoly and unfair competition and protect IP and consumers' legitimate rights and interests, Jiangsu effectively coordinated IP reform and development and made a good start for the 14th Five-Year Plan. Shen emphasized that in 2022, the province's IP system must (1) deeply integrate and promote as a whole the creation and application of IP and innovative industrial development, and boost the high-quality development of industries; (2) be pragmatic and innovative in IP evaluation and patent navigation and early warning to effectively prevent and resolve IP risks in industrial development; (3) give full play to the system advantages in IP protection under the framework of market regulation and further improve the capability for IP protection; and (4) facilitate the data exchange between IP information systems and market regulation information platforms to provide more convenient and efficient IP services. To be more specific, the province's IP system should (1) work harder to promote the implementation of the decisions and arrangements of the provincial Party committee and government; (2) adopt higher standards in IP protection; (3) better promote the creation and application of IP; (4) better serve the open and coordinated regional development; and (5) take more practical measures to enforce strict Party self-governance in all respects.

In her work report titled "Implement the Outline and Plan, Tackle Difficulties in the 'Five Zones, Five Highs' Effort, and Work Hard to Fulfill Our Mission", Zhi Suping reviewed and summarized Jiangsu's IP work in 2021 and launched new key tasks for 2022. In 2021, under the firm leadership of the provincial Party committee and government as well as the Party group of the Jiangsu Provincial Administration for Market Regulation, Jiangsu's IP system maintained high-quality development, improved the performance in every step of the IP protection process, optimized the top-level design, deepened reform and innovation, and successfully completed the tasks for the year. In the year, Jiangsu ranked second in the country in the index for comprehensive IP development, making a good start for the 14th Five-Year Plan. Specifically, in 2021, Jiangsu's IP system (1) put quality first and implemented both rewards and punishments to drive IP protection, which has helped bring main indicators to a new level in terms of both quantity and quality; (2) enforced strict IP protection, improved the protection system, and facilitated the creation of a favorable business environment; (3) adhered to the value-oriented approach, highlighted comprehensive application, and support the building of independent and controllable industrial chains to enhance competitive advantages; (4) adhered to the principle of benefiting the people and enterprises and provided efficient services to meet the needs of innovators; (5) consolidated the foundation, emphasized talent training, and created a strong intellectual property culture; and (6) adhered to the guidance of Party building, raised political awareness, and created a healthy political environment.

The conference emphasized that the year 2022 is a crucial year for thoroughly implementing the outline for building a powerful intellectual property country and province, the 14th Five-Year Plan, and the "five zones, five highs" strategy (that is to build a pilot zone for the construction of a strong IP powerhouse, a model zone for across-the-chain IP protection, a demonstration zone for leading the high-quality development of industries, a benchmark zone for open cooperation, and a trial zone for the training of high-end talent, and promote the high-quality creation, high-standard protection, high-efficiency application, high-quality service, and high-level cooperation in the IP area). The conference required that Jiangsu's IP system accurately understand the new arrangements and requirements for the work on intellectual property protection in the new era, look at issues based on the overall strategic situation of the great rejuvenation of the Chinese nation and the major world change unseen in a century, bear in mind the country's most fundamental interests, and strive to turn the grand blueprint into reality. The conference also specified seven key tasks of Jiangsu's IP system for 2022: (1) comprehensively promote the construction of an IP-intensive province under the guidance of the Outline and the Plan; (2) strive to create a new pattern of high-standard IP protection based on a sound IP protection system; (3) focus on developing high-quality IP, and encourage innovation with effective incentive mechanisms; (4) boost the benefits from IP transfer and application to create industrial competitiveness; (5) speed up improvements to the service quality by adopting advanced information and intelligent technologies; (6) ramp up high-level cross-regional cooperation; and (7) create a strong intellectual property culture through publicity and education.

Leaders of Suzhou Intellectual Property Office, Nantong Intellectual Property Office, the Jiangning District Intellectual Property Office of Nanjing, and Changzhou Wujin High-tech Zone Management Committee delivered speeches at the conference.

The conference was held in the form of teleconference. Heads of relevant departments of the Patent Examination Cooperation Jiangsu Center of the Patent Office, CNIPA, JSIPO officials above Level 4 investigators, members of the leading groups of JSIPO's affiliated institutions, and heads of the national/provincial intellectual property training bases in Nanjing, the Jiangsu Inventors Association, and the Jiangsu Patent Attorneys Association attended the conference at the main venue. Directors of IP offices of Jiangsu cities with subordinate districts, heads of IP business departments of these offices, directors of IP offices of counties (county-level cities, districts) of the cities, heads in charge of IP in the national IP demonstration parks/zones in cities with subordinate districts, as well as the heads of national IP protection centers, rapid IPR protection centers, IPR protection assistance centers, and national/provincial IP training bases in the cities with subordinate districts attended the conference at the branch venues.
