Recently, the Intellectual Property Office of Jiangsu Province issued the "Measures for Promoting the Development of High-level Intellectual Property Talent in Jiangsu Province" (Document No. 1 of 2024), implementing in full the deployment requirements of the CPC Central Committee, the CPC Jiangsu Provincial Committee, and the Jiangsu Provincial People's Government on strengthening the work of talent in the new era, further promoting the development of high-level talent of intellectual property.

The measures propose 13 incentive measures, including encouraging high-level talent to contribute ideas, promoting exchange and secondment, setting up special research topics, opening up intellectual property information resources, and providing public services for intellectual property to fully leverage the role of high-level talent in policy-making, theoretical research, strengthen enterprises and industrial chains, and serving society, and maximize the incentives and guidance for high-level talents to contribute to the construction of a province with strong intellectual property, thus providing intellectual support for the high-quality development of Jiangsu's economy and society.

In recent years, the Intellectual Property Office of Jiangsu Province has established a leadership group for talent work, convened a province-wide conference on intellectual property talent work, and further intensified the training of intellectual property talents. It has successively introduced a series of policy measures conducive to the development of intellectual property talents such as the Measures for the Administration of Intellectual Property Research and Talent Cultivation Institutions in Jiangsu Province, systematically promoting the construction of talent development carriers such as the Intellectual Property Institute, intellectual property training bases, intellectual property research institutions, and remote education platforms for intellectual property, and progressively promoting systematic and professional training for intellectual property management and law enforcement personnel, enterprise executives, intellectual property directors, intellectual property lawyers, and patent agents, which has taken the lead in carrying out the evaluation of senior and middle-level professional titles for intellectual property in the country, laying a solid foundation for the construction of a high-level intellectual property talent team in Jiangsu.
