On August 29, 2024, China National Intellectual Property Administration (CNIPA) held a symposium on optimizing the business environment for intellectual property (IP) in Jiangsu to keep in line with the World Bank’s business environment assessment system and listen to the introduction and suggestions of the grassroots IP management authorities and innovation entities on IP business environment, digital construction and public services. Yang Fan, Director of the Public Service Department of the CNIPA, attended and addressed the symposium, which was presided over by Li Jie, Director of the Intellectual Property Office of Jiangsu Province (JSIPO).
The symposium emphasized that as the Third Plenary Session of the 20th CPC Central Committee clearly proposed to “foster a world-class business environment that is market-oriented, law-based and internationalized”, IP departments at all levels should thoroughly implement the important statements of General Secretary Xi Jinping on optimizing business environment, give full play to the advantages of the IP system, and continuously improve the preferential policies and measures for enterprises with focus on sharing IP information data, optimizing business process, and fostering service carriers by firmly keeping to the principle of serving national development, serving all aspects of IP work, and paying equal attention to inclusive services and key services.
As pointed out at the symposium, enterprises have the most say and market entities are most sensitive as to whether the business environment is good or not; we must adhere to problem-oriented and demand-oriented approaches, increase IP protection efforts, improve the IP protection system, diversify IP public service offerings, and raise the effectiveness and efficiency of government services; to meet the needs of enterprises at different development stages, we should apply targeted policies tailored to specific enterprises and local conditions to deliver concrete results in optimizing the IP business environment
Present at the event were responsible officials from the intellectual property offices of Nanjing, Wuxi, Suzhou and other cities divided into districts and IP management authorities of some counties (cities, districts) and industrial parks, and business representatives.
