On December 22, 2020, the JSIPO issued the Implementation Opinions on Accelerating the Building of a Public Intellectual Property Information Service System under New Conditions (hereinafter referred to as the "Implementation Opinions") to thoroughly implement the important instructions General Secretary Xi Jinping gave when he presided over the 25th Group Study Session of the Political Bureau of the CPC Central Committee—"A public intellectual property service system should be built so that people can better benefit from the innovation results"—and improve the province's public intellectual property services.

The Implementation Opinions stresses the need to integrate public resources for intellectual property information services, expand service channels, enrich service items, enhance service support, and strengthen service regulation, for the convenience and benefits of the people. It also highlights the effort to accelerate intellectual property informatization and infrastructure intelligentization, develop innovative services and service supply models, and improve the dissemination and utilization efficiency of intellectual property information.

The Implementation Opinions points out that by 2025, a public intellectual property information service system with wide coverage, reasonable structures, complete categories, powerful functions, and standardized services will be built across Jiangsu province. In addition, public intellectual property information service institutions will be established in more than 50% of the province's counties (county-level cities, districts); 100 provincial-level public intellectual property information service outlets will be certified; and 50 high-quality public intellectual property information service products will be developed.

To achieve the above goals, the Implementation Opinions puts forward 10 key tasks in four aspects—establishing a pattern of multi-entity supply for public intellectual property services, promoting the construction of public service platforms, enriching the supply of public service products, and strengthening the availability of public services. It calls for accelerating the construction of backbone networks, coordinating the layout of service outlets, boosting the participation of social institutions, building intellectual property big data platforms, building characteristic public service platforms, creating a multi-layer multi-field public product system, strengthening the training of public service personnel and technical support, and promoting regional cooperation in public services.

The Implementation Opinions will help solve the issue of insufficient and unbalanced public services for basic intellectual property information, empower entities of innovation and entrepreneurship, and provide strong support for accelerating the building of Jiangsu into a leading province in terms of intellectual property, optimizing Jiangsu's innovation and business environment, and promoting the province's economic transformation and high-quality development.
