To implement CNIPA's Several Opinions on Accelerating the Building of an Intellectual Property Information Public Service System under New Conditions, accelerate the building of Jiangsu into a powerful IP province, and fully use big data resources to support innovative development, Jiangsu officially launched an IP big data platform on April 21, 2021.
The platform is built by Jiangsu Intellectual Property Protection Center under JSIPO's guidance. With its three major functions (Big Data Retrieval & Analysis, Comprehensive Services, and Intelligent Management), the platform provides one-stop and whole-chain IP information services for the public, innovation entities, service institutions, and government departments.
The platform has four core highlights:
1. Integrated data resources. The platform boasts massive IP data, including 150 million global patent entries, 3.39 million Jiangsu trademark entries, 54.42 million Jiangsu market entity entries, 6.83 million copyright entries, 1.73 million standards entries, more than 30,000 integrated circuit entries, and other data about geographical indications, service institutions, IP cases, overseas IP, etc. The platform aims to interconnect massive data related to innovation entity, technology, and other fields, so as to create an IP data middle platform
2. Integrated information services. The platform has minimized the number of service applications, integrated core functions of existing application systems, improved the efficiency of public IP services, and provided whole-chain and whole-process information services that cover IP creation, application, protection, management, and service. The platform has established IP databases around the 13 advanced manufacturing industry clusters, green patents, and other industries in Jiangsu Province. It analyzes and shares industry development trends based on the dynamical technical breakdown, provides quick map-type service outlet navigation, offers classified service guides for IP applications and related affairs, provides multiple public IP services (such as "Online Classroom", "Rights Protection", "Advice") to facilitate IP creation and application, opens "big data visualization", "IP management and statistical analysis", "IP administrative law enforcement", "credit management", and other functions to provincial, municipal, and district (county) government management departments to provide information for regional regulation and the improvement of business environment.
3. Diversified application scenarios. The platform not only supports big data association retrievals, such as displaying the basic information, IP ownership, undertaken projects, and awards of an innovation entity, but also supports classified retrievals of various data resources to achieve detailed and professional retrieval analysis. To strengthen the statistical monitoring of IP-intensive industries, the platform has established a statistical analysis module for intensive industries, including comparative analyses of patent-intensive industries, trademark-intensive industries, and copyright-intensive industries, the distribution of corresponding national economic industries, the contribution of IP-intensive industries to the economy, and the consistency with China's key industries, to provide the basis for cultivating and developing Jiangsu's industries.
4. The highly controllable use of the system. Hierarchical platform management: Three centers (Data Resource Center, Application Service Center, and User Center) are established to support the platform's iterative upgrading and orderly operation. Hierarchical user management: It enables module isolation, data isolation, and configurable permissions. Convenient data management: The platform provides a variety of ways for registration and password reset and has set up a personal center for information storage and push. System security management: It supports encrypted HTTPS access and IPv6 access and enables Level 3 cybersecurity recordation, thus ensuring system security.
In the future, the platform will continue to keep up with SMEs' innovations, use big data to regularly push SMEs' latest patent information, track competitors' patent layout, avoid IP infringement risks, provide application scenarios (such as IP early warning, knowledge management, patent value evaluation, innovation status, and service organization selection), promote the industry-university-research institute integration, and market creative ideas, so as to better serve SMEs' innovative development.
At the same time, the platform provides customized IP big data services for high-tech industrial parks across Jiangsu Province, independent innovation demonstration zones in South Jiangsu, and high-tech enterprises to cultivate and develop Jiangsu's "strong industry chains" and support the province's high-quality development.
