Following the instructions of the conferences of the CPC Central Committee and the CPC Jiangsu Provincial Committee on intellectual property (IP) talent development, the Intellectual Property Office of Jiangsu Province (JSIPO) soon got down to the overall planning of IP talent development, defining relevant goals and key measures for the 14th Five-Year Plan period, and issued the Intellectual Property Talent Development Plan of Jiangsu Province for the 14th Five-Year Plan Period (hereinafter referred to as "Plan").
The Plan provides a summary of Jiangsu's achievements in IP talent development during the 13th Five-Year Plan period and an analysis of the opportunities and challenges lying in this field during the 14th Five-Year Plan period, and clarifies the fundamental principles, development goals, and key measures to advance this effort during the 14th Five-Year Plan period.
According to the Plan, Jiangsu needs to thoroughly implement the guiding principles of President Xi Jinping's important speeches on intellectual property and a central conference on talent-related work. Specifically, Jiangsu should aim at "one target", achieve "three goals", adhere to "four principles", cultivate "six types of talent", build "six major carriers", and advance "six projects". The "one target" is to build a pilot area for the development of a high-end IP workforce. The "three goals" are as follows: rapidly developing an IP talent pipeline, optimizing the IP talent workforce structure, and significantly improving the environment for the development of IP talent. The "four principles" are to uphold the Party's leadership to talent, the demand-oriented approach, the importance of improving quality and efficiency, and the principle of putting people first. The "six types of talent" are talent for the management, protection, application, services, internationalization, and research of intellectual property. The "six major carriers" include a sound IP-related academic discipline system, an international IP cultivation carrier, a robust IP training base, a new-type IP think tank, an IP industry-talent alignment platform, and an online education & training platform. The "six projects" are to enhance the capabilities of the IP protection workforce, improve the professional skills of talent in IP practices, cultivate IP talent with international vision, provide IP education and field experiences for young people, develop a high-end IP think tank, and empower the industrial chain with IP expertise by aligning IP talent with business needs.
