Jiangsu Introduces New Measures to Promote Integrated Innovation Across the Entire Intellectual Property Chain in Pilot Free Trade Zones

In order to fully leverage the role of the China (Jiangsu) Pilot Free Trade Zone (hereinafter referred to as the Pilot FTZ) as a comprehensive platform for reform and opening-up, and to advance integrated innovation across the entire chain of intellectual property (IP) creation, utilization, protection, management, and services, the Office of the Jiangsu Pilot Free Trade Zone, together with the Intellectual Property Office of Jiangsu Province, issued the Several Measures to Support Integrated Innovation Across the Entire Intellectual Property Chain in the China (Jiangsu) Pilot Free Trade Zone (hereinafter referred to as the Measures).

The Measures focus on five key areas - high-quality IP creation, high-efficiency IP utilization, high-standard IP protection, high-level IP management, and high-quality IP services, and set out 19 corresponding policy actions.

A number of vivid examples of best practices have already emerged across the Jiangsu Pilot FTZ: In the Suzhou Area, biopharmaceutical companies are leveraging innovation platforms such as BioBAY to facilitate innovative pharmaceutical companies’ efficient alignment between early-stage drug discovery efforts and clinical trial applications. In the Nanjing Area, efforts center on the integrated circuit industry, where upstream and downstream patent resources are consolidated to help member enterprises reduce R&D costs and mitigate infringement risks. These practices have not only strengthened the international competitiveness of Jiangsu’s key industries, but also fostered an open and collaborative IP operation ecosystem with streamlined licensing pathways, and provided strong support for developing the Jiangsu Pilot FTZ into an industrial and technological innovation hub with global influence.
