Jiangsu Launches the Province-Wide “Data Intellectual Property Initiative”

On March 5, the launch ceremony of the province-wide “Data Intellectual Property Initiative” and the Yancheng Session was held at the Big Data Industrial Park in Yancheng, Jiangsu Province. Conducted in a hybrid online–offline format, the event attracted more than 500 representatives from government agencies, enterprises, and research institutions across the province. At the event, the Guidelines for the Registration and Utilization of Data Intellectual Property in Jiangsu Province (Trial) and the Selected Cases on the Registration and Utilization of Data Intellectual Property were released. Experts, scholars, and senior registration examiners were invited to share insights on the value of data intellectual property and key points in the registration and examination process, and to provide on-site responses to questions raised by enterprises.

With the theme “Unlocking Data Value and Empowering Innovative Development”, this province-wide initiative will span four months and cover all 13 prefecture-level cities in Jiangsu. The Intellectual Property Office of Jiangsu Province will form a “Speaker Panel” composed of registration examiners, data service institutions, and technology brokers, with plans to conduct 30 thematic sessions. These sessions will target key enterprises and institutions involved in data production, data utilization, and data provision, as well as intermediaries engaged in data intellectual property services. The initiative aims to further enhance public understanding of data intellectual property and, by building a complete ecological chain of “policy support–registration and certification–scenario-based application,” propel Jiangsu’s data intellectual property efforts from “pilot exploration” to “full-scale implementation”, supporting Jiangsu’s transformation from a “major data province” into a “strong data province”.
