On August 19, the Members’ Conference of the Jiangsu Intellectual Property Think Tank Alliance and the Think Tank Seminar on High-Quality Intellectual Property Development took place at the Science and Technology Hall of Nanjing University of Science and Technology (NJUST). Under the theme “Uniting Expertise, Empowering Development — Shaping a New Vision for a Leading IP Province,” the event brought together representatives from think tanks, universities, enterprises and the IP services sector across Jiangsu to exchange ideas on think tank development and pool expertise to help strengthen Jiangsu’s IP capabilities. Li Jie, Secretary of the Leading Party Members Group and Director of the Intellectual Property Office of Jiangsu Province, and Lu Guibin, Secretary of the CPC Committee of NJUST, attended the event and delivered speeches. Zhang Chuanbo, Deputy Director ofthe Intellectual Property Office of Jiangsu Province, and Shi Wei, President of the Jiangsu Intellectual Property Society, were also present.

Li Jie noted that since its establishment, the Think Tank Alliance has effectively gathered high-quality resources from universities, research institutes, leading enterprises and industry associations across the province, while establishing a collaborative platform that connects government, industry, academia, research and application. The Alliance has taken an active part in key initiatives including Jiangsu’s IP development planning, IP portfolio development for key industrial chains, risk prevention and control, technology transfer, academic exchanges and enterprise services. These efforts have made vital contributions to keeping Jiangsu at the forefront of China’s IP landscape.

Li emphasized that China’s IP sector has entered a new phase of high-quality development. Looking ahead to the 15th Five-Year Plan period, new strategic priorities and requirements are emerging: the national IP strategy will shift from prioritizing protection to giving equal emphasis to protection and utilization; the measure of quality will shift from growth in numbers and scale to a greater concentration of high-value IP and its deeper integration with industry; the scope of IP governance will expand from traditional industrial property to new rights arising in the digital and intelligent era; and China’s international role will evolve from simply participating in global IP governance toward both contributing to rule making and strengthening IP support for Chinese businesses operating overseas. Against this backdrop, Li called on the Alliance to closely align its work with national strategies while addressing Jiangsu’s practical needs and benchmarking against leading industry practices. It should focus on emerging issues such as protection of new business models, prevention and control of international risks, and integration of patents and standards. By engaging closely with industries and conducting rigorous, problem-oriented research, the Alliance should serve as a trusted policy advisor to Party committees and governments and an innovation consultant for enterprises. Li also expressed the hope that the Alliance could take greater responsibility for talent development by establishing platforms for academic exchange, professional research and industry practice, thereby fostering authoritative, local IP professionals. Greater coordination should also be promoted. With NJUST playing its leading role, the Alliance should improve its long-term operating mechanisms, facilitate resource sharing and the exchange of research outcomes, and jointly address key challenges, further strengthening its reputation as Jiangsu’s IP think tank brand and expanding its influence nationwide.

On behalf of NJUST, Lu Guibin welcomed and thanked the guests. He reviewed the Alliance’s notable achievements over the five years since its founding in areas including major research projects, policy consulting, academic exchange and talent development. He said the university would continue to deepen partnerships, strengthen talent development and expand international exchanges, while providing full support for the Alliance Secretariat. Working together with all Alliance members, NJUST will contribute new theories, perspectives, ideas and institutional approaches to fuel the robust development of Jiangsu’s IP sector and help build the Alliance into a premier IP think tank.

At the conference, Qi Yong, Secretary-General of the Alliance, delivered a report reviewing the Alliance’s work over the five years since its establishment.

The conference also reviewed and approved the admission of new member organizations, which were presented with membership certificates. With the new additions, the Jiangsu Intellectual Property Think Tank Alliance now has a total of 53 members.
