On the morning of August 20, a thematic event on data intellectual property (IP) protection and utilization in healthcare and the development of high-quality datasets for the biopharmaceutical industry was held in Nanjing. As part of the Jiangsu Data IP Innovation initiative, the event was jointly hosted by the Intellectual Property Office of Jiangsu Province, Jiangsu Provincial Department of Industry and Information Technology, and Jiangsu Provincial Health Commission, and organized by the Jiangsu Intellectual Property Protection Center and Jiangsu Data IP Innovation Lab.

As one of China’s first pilot provinces for data IP, Jiangsu has developed systematic achievements spanning institutional design, registration, rights protection, commercialization and application, and ecosystem development. To date, the provincial data IP registration platform has issued more than 4,700 certificates and served over 1,000 market entities. The healthcare sector has performed remarkably well, with 98 market entities registering 249 datasets. Of the four projects from Jiangsu selected as national landmark cases of data IP registration and utilization, two are from the healthcare sector, demonstrating a strong role in setting examples for wider adoption.

During the policy briefing session, a representative from the Policies and Regulations Division of the Intellectual Property Office of Jiangsu Province gave a presentation on data IP registration and commercialization. The presentation noted that data processingis the most innovation-intensive stage of data value creation. Data IP refers to data processors’ legitimate rights and interests in the datasets that they have lawfully obtained, substantially processed, and developed into commercially valuable assets. The policy is designed to leverage IP innovation incentives to provide clear rules and stable institutional expectations for the various parties involved in the development and circulation of datasets. This was followed by expert briefings from a data security specialist and a representative of the Nanjing Data Resources Tribunal. The lecturers addressed key topics including compliance requirements for cross-border transfers of healthcare and pharmaceutical data and mechanisms for coordinated data IP protection, providing practical compliance guidance to participants.

In the sharing and exchange session, experts across various sectors offered practical insights from multiple perspectives. Representatives from medical institutions including Jiangsu Province Hospital, Nanjing Drum Tower Hospital and Changzhou Second People’s Hospital shared innovative practices relating to disease-specific dataset development, smart hospital operations, fully structured electronic medical records, and data IP commercialization. Representatives from organizations including Yangtze River Pharmaceutical Group, Nanjing Geneseeq Technology, Jiangsu Yuyue Medical Equipment & Supply, Suzhou Yuntu Health Technology, and the Biopharmaceutical Public Service Platform of Nanjing Jiangbei New Area engaged in extensive discussions on emerging topics such as the development of high-quality biopharmaceutical datasets, the application of data in precision oncology, secure circulation of medical device data, and AI-assisted diagnostic imaging. They also explored innovative approaches to combining trusted data spaces with data IP commercialization. Together, the presentations showcased a diverse range of innovative practices spanning the entire chain from healthcare and research to industry and application.

The event also featured a cooperation agreement signing session. Following preliminary discussions, letters of intent for cooperation were signed between Jiangsu Cancer Hospital and Yangtze River Pharmaceutical Group, Changzhou Second People’s Hospital and Tuodao Medical Technology Co., Ltd., and iFlytek Healthcare Technology Co., Ltd. and Jiying Huikang (Changzhou) Intelligent Technology Co., Ltd., respectively. Their proposed collaborations cover real-world data research on perioperative anesthesia and analgesia for cancer patients, as well as the licensing of data IP relating to a multi-site skeletal disease segmentation dataset and an AI-feature dataset for thyroid screening. During the open networking session, representatives from government departments, medical institutions, enterprises and service providers participated in discussions on policy consultation and potential partnerships, resulting in a number of cooperation intentions on-site.

The event has explored and developed an end-to-end, closed-loop model connecting “demand matching, scenario-driven development, data processing, registration and rights confirmation, licensing and commercialization, and benefit distribution.” It provides the industry with an innovative paradigm in which real-world application scenarios drive the development of high-quality datasets, while data IP registration and commercialization facilitate the circulation and application of healthcare data.
