At the 2026 Zijinshan Venture Capital Conference held on February 9, the Jiangsu Intellectual Property Digital and Intelligent Innovation Empowerment Center (hereinafter referred to as "the Center") was officially inaugurated. The Center marks a new milestone of the province’s intellectual property cause characterized by data-driven growth and intelligent empowerment, opening a new chapter in the development of digital and intelligent services for intellectual property in Jiangsu.

As an important digital and intelligent service platform in the field of intellectual property in Jiangsu, the Center is centered on the concept of "data drives innovation and intelligence empowers development". Relying on the Jiangsu International Legal-Business Service Port, based on a trusted data space for intellectual property, and using "AI +" as a growth engine, the Center has constructed an integrated business system of "offline hubs + online platforms" for cultivating a digital and intelligent innovation service ecosystem for intellectual property, as it aims to provide full-cycle and full-chain digital and intelligent services for innovative entities and market players, and create a Jiangsu Model for the modernization of intellectual property governance, thus empowering the high-quality economic and social development of Jiangsu.

The Center develops under the core framework of "1 data engine" and "5 empowerment directions". Specifically, "1 data engine" refers to the trusted data space for intellectual property, which integrates data, computing power, models, rules, and services, capable of securely aggregating various types of data related to intellectual property and industries, economy, technology, judiciary, and financial investment, thus establishing a comprehensive responsibility system for data supply, use, services, operation, and supervision, and forming a distributed governance system featuring trusted and controllable data, value co-creation, and benefit for all.

"5 empowerment directions" refer to empowering technological innovation, empowering achievement transformation, empowering rights protection, empowering precision services, and empowering modern governance, which form a full-chain digital and intelligent empowerment system for intellectual property integrating smart creation, smart commercialization, smart protection, smart services, and smart governance. In other words, this system realizes the across-the-board empowerment of artificial intelligence technology in various dimensions, including innovation R&D, achievement commercialization, rights protection, public services, and industry governance.

To advance the implementation of services, the Center plans to create 10 major digital and intelligent empowerment service scenarios, covering intelligent navigation for R&D innovation, intelligent assistance for patent applications, precise matching of technology supply and demand, multi-dimensional evaluation of patent value, intelligent monitoring of online infringement, overseas risk early warning and dispute response guidance, full coverage of public services, precision outreach of legal services, government decision-making "cockpit", and review of major economic and technological activities, achieving full coverage of intellectual property services from front-end R&D to back-end governance, from domestic services to overseas protection, from market entities to government decision-making.

The Center is established as part of Jiangsu’s efforts to develop into a strong intellectual property province, promote digital and intelligent transformation in the field of intellectual property, and serve new quality productive forces. It is also a key task under Jiangsu's mutual empowerment program (artificial intelligence and intellectual property). In the future, Jiangsu will continue to integrate quality resources in the fields of intellectual property and artificial intelligence, unleash the value of data elements, improve the lifecycle service support for technological innovation, provide a solid digital and intelligent guarantee for building an industry and technology innovation center with global influence, and also provide replicable and promotable Jiangsu experience for the digital and intelligent development and modern governance of intellectual property in China.
