Recently, the Outline of the 15th Five-Year Plan for National Economic and Social Development of Jiangsu Province (hereinafter referred to as the Outline) was officially issued and implemented, with intellectual property as an important strategic fulcrum for the economic and social development. A complete chain covering intellectual property creation, protection, commercialization, and service is formed, charting a strategic course for the construction of a strong intellectual property province in the next five years.

Based on Jiangsu's industrial foundation, innovative vitality, and openness, the Outline integrates the construction of a strong intellectual property province with economic and social development. On the creation front, focusing on strategic emerging industries and future industrial systems, it aims to implement the Intellectual Property Peak Construction Project, step up efforts in cultivation of high-value patents, improve the rapid confirmation and examination mechanism for patents in key core technologies, and seek to achieve 43 high-value invention patents per 10,000 people by 2030. On the protection front, it specifies plans to establish a rapid collaborative protection community, strengthen the construction of intellectual property courts, crack down on infringement, create an "AI +" intellectual property protection model, and adapt to the development needs of new fields and new business formats. On the application front, it calls for improving the intellectual property operation service system, deepening innovation of financial products such as "Suzhidai," and promoting market-oriented transformation such as intellectual property pledge financing and equity participation. On the service front, it proposes to cultivate specialized technology transfer agencies, upskill technology managers, and build a comprehensive public service system. Furthermore, the Outline also proposes specific measures to cultivate geographical indication brands and support enterprises in overseas intellectual property layout in combination with the construction of Southern Jiangsu National Innovation Demonstration Zone, "Belt and Road" intersection construction, rural revitalization strategies, thus demonstrating the important role of intellectual property in promoting regional coordinated development and enhancing the international competitiveness of industries.

Going forward, Jiangsu will use the Outline as a guide and focus on the overall goal of developing into a leading intellectual property province in China with Jiangsu characteristics and international competitiveness. It will continue to deepen reform and innovation in intellectual property, strive to enhance the quality of creation, protection effectiveness, returns on commercialization, and service levels, and promote high-quality development of intellectual property, thus injecting stronger momentum into the modernization of a new Jiangsu featuring a strong economy, prosperous people, a beautiful environment, and a high level of social civility.
