Recently, the Industry and Information Technology Department of Jiangsu issued a notice to initiate a pilot program for developing high-quality industry datasets in the industry and information technology sector in Jiangsu. Focusing on Jiangsu's "1650" industrial system, this program supports key industries through a project-based approach in building a data governance system comprising "four databases and one platform" (i.e., industry data resource database, industry data technology database, industry data standard database, industry high-quality dataset database, and industry digital and intelligent service platform). It offers a guide for relevant industries on how to advance data governance, circulation, and application, and supports the development of vertical large models, intelligent agents, and other artificial intelligence applications, thus empowering high-quality industry development.

The notice specifies "data intellectual property registration" an important part of the pilot program for of high-quality industry datasets, encourages declaring entities to resolve issues related to compliance of data sources and rights division in advance through data intellectual property registration, thus providing rules guidance and institutional guarantees for subsequent circulation and application of datasets (databases) and profit distribution. These requirements are also specific measures to implement the Pilot Implementation Plan for Data Intellectual Property in the Industry and Information Technology Sector in Jiangsu Province issued in August 2025, which will boost the quality and efficiency of data intellectual property registration and commercialization in the industry and information technology sector in Jiangsu.
